Helping Organizations Develop and Implement
Effective Communication Strategies

My experience in this area goes back to 1966, when Dr. Walter Orr Roberts, founding director of the National Center for Atmospheric Research (NCAR), gave me the job of establishing an information office for the Center. Over the next 12 years, I developed and ran a diversified and successful communication program that included:

My more recent experience includes:

Communication Manager, Global Emissions Inventory Activity (GEIA) 1991-2000. Worked with scientific research groups in many countries to develop and maintain good external and internal communication for an international project to develop and distribute global emissions inventories of gases and aerosols emitted into the atmosphere from natural and anthropogenic sources. Developed an integrated communication strategy that identified key target audiences for GEIA's communication and outreach efforts and proposed effective ways to reach those audiences with relevant information about GEIA emissions inventories and related resources. Developed and maintained content of the GEIA web site, which served as the primary channel for communicating information about GEIA to the international scientific and policy communities as well as the repository for GEIA emissions data. Edited proposals to National Science Foundation, National Aeronautics and Space Administration and other funding agencies. Participated in planning international workshops and produced workshop summaries as printed reports and on the GEIA Web site.

Communication Manager, Denver Air Quality Modeling Study, 1991-94. Developed a strategic plan for external communication for Brown Cloud II, a public-private project designed to provide policy makers with a modeling tool for identifying sources of Denver's visible air pollution and evaluating control strategies. Edited and produced Brown Cloud II: The Denver Air Quality Modeling Study, Final Technical Report.

Media Relations Coordinator, TOGA COARE International Project Office, University Corporation for Atmospheric Research, Boulder, Colorado, 1992-93. Developed a media-relations plan and guidelines for an international ocean-atmosphere field experiment in the tropical Pacific Ocean. Worked on site with scientists and technical specialists at operations centers in Australia and the Solomon Islands to help them communicate effectively with local and international media.

Communication Consultant, American Meteorological Society, Boston, Massachusetts, 1967-90. Planned and managed news-media relations for national meetings in Los Angeles, New Orleans, and other U.S. cities.

Communication Consultant, Institute for Naval Oceanography (INO), Stennis Space Center, Mississippi, 1988. Prepared a communication strategy document that included an analysis of communication needs, proposed responses, and a rationale and priority for each response.

Writing and Supervising
Production of Publications

My work in this area includes working with clients to develop concepts and content for publications that present information about the work of scientific and technical groups in clear and succinct language and working with graphic designers to produce publications that present this information effectively.

Editorial Consultant, National Commission on Science for Sustainable Forestry (NCSSF), Washington, DC, January 2004 to present. Editing Science, Biodiversity and Sustainable Forestry, a report on findings produced by the Commission's deliberations and a series of NCSSF-sponsored research projects. Writing overviews of research projects that have been completed. These publications are designed to make new scientific knowledge about sustainable forestry accessible and useful to NCSSF's primary audience of forestry practitioners, forest managers, and policy-makers.

Publication Consultant, University Corporation for Atmospheric Research, 2003. Worked with the director and senior staff of the Joint Office for Science Support (JOSS) to develop a concept and content for an outreach brochure about support services that JOSS provides for the international geoscience community. Worked with a UCAR graphic designer to develop an attractive and effective package of text and images. It includes non-technical explanations of how this kind of research is done, illustrated with images that the graphic designer and I carefully selected to show phenomena that such research addresses and tools that the researchers use.

 

Publication Consultant, University Corporation for Atmospheric Research, 2002. Worked with the program support and operations staff of the Joint Office for Science Support (JOSS) to develop a concept and content for an outreach brochure about meeting support services for the scientific community.

Publication Consultant, University Corporation for Atmospheric Research, 2001. Worked with staff of the Inter-American Institute for Global Change Research (IAI) in Sao Paulo, Brazil, and the National Science Foundation (NSF) to develop a concept and content for an outreach brochure about global change and IAI organization, goals and programs. The opening section on "The Challenge of Global Change" explains in plain English for non-scientist readers how human activities affect the environment and how human life and society are affected by changes in the global environmental system. Supervised the design and production of the brochure.

Publication Consultant, University Corporation for Atmospheric Research, 1997. Wrote and supervised the production of a color brochure about the Joint Office for Science Support (JOSS), a team of scientific, technical and administrative specialists who work with scientists and organizations to help them plan, organize and conduct research programs and field projects in the most productive, efficient and cost-effective ways.

Publication Consultant, Walter Orr Roberts Institute, University Corporation for Atmospheric Research, 1995. Wrote and supervised the production of a color brochure about the Institute.

Publication Consultant, University NAVSTAR Consortium, University Corporation for Atmospheric Research, 1993. Edited and supervised the production of a brochure about the UNAVCO program to assist university researchers using Global Positioning System technology..

Editorial Consultant, STORM Project Office, National Center for Atmospheric Research, Boulder, Colorado, 1991-92. Wrote and supervised production of a brochure on STORM-FEST, a field experiment in the midwestern United States. Edited experiment design documents.

Communication Consultant, American Meteorological Society, Boston, Massachusetts, 1992-93. Wrote and supervised production of Challenges of Our Changing Atmosphere--Careers in Atmospheric Research and Applied Meteorology, a booklet on careers in meteorology.

Editorial Consultant, Research Applications Program, National Center for Atmospheric Research, Boulder, Colorado, 1988-90. Collaborated with program director and other scientists to produce a briefing paper for the Federal Aviation Administration, a scientific paper for a national conference, magazine articles, and other publications on wind-shear detection and warning.

Publication Consultant, UCAR Foundation, Boulder, Colorado, 1988. Wrote and supervised design and production of a four-color brochure on the Foundation's programs.

Publication Consultant, External Tanks Corporation, Boulder, Colorado, 1988. Wrote and supervised design and production of a four-color brochure on SPACE PHOENIX, a project to convert Space Shuttle tanks into orbiting research facilities.

Commissioned Writer, Air Line Pilots Association, Washington, D.C., 1986-87. Wrote an article on "Hazardous Weather Avoidance in the Terminal Area" for distribution at a conference for aviation writers and editors and publication in Air Line Pilot magazine.

Commissioned Writer, University Corporation for Atmospheric Research, Boulder, Colorado, 1984-85. Wrote an institutional history and profile, UCAR at 25.

Publication Consultant, University Corporation for Atmospheric Research, Boulder, Colorado, 1984. Wrote and supervised design and production of "UCAR Corporate Report 1983/84."

Publication Consultant, ACCORD Associates, Boulder, Colorado, 1983-87. Wrote, edited, and supervised production of a newsletter and other publications on conflict resolution.

Editing and Producing Science and Policy
Proposals, Plans and Reports

I specialize in helping scientific and technical groups bring together material produced by technical specialists in diverse disciplines and organizations into documents with a uniform style and presentation that provide useful information for public- and private-sector decision makers.

Editorial Consultant, Colorado Department of Public Health and Environment, 1996. Worked with a task force established by the state legislature to develop recommendations on the usefulness of cost-benefit analysis and risk assessment for the Colorado Air Quality Control Commission. The group included air quality experts, toxicologists, economists, and other specialists representing interests ranging from the Colorado Association of Commerce and Industry to the Sierra Club. Helped the task force develop clear and specific recommendations through a consensus-buildng process and present this technically complex and politically sensitive information in a form that would make it as clear and useful as possible to Colorado state government policy makers.

Communication Manager, integrated assessment of alternative emission management scenarios for the Grand Canyon Visibility Transport Commission, 1994-95. Produced a report on an integrated assessment that used a computer modeling system to analyze public-policy options for future visual air quality in national parks and wilderness areas in the southwestern United States. Synthesized and edited information produced by hundreds of scientific and technical specialists into a comprehensive report designed to be clear, relevant, and useful to federal, state, and tribal decision makers responsible for developing policy options for future visual air quality in national parks and wilderness areas in the southwestern United States.

Editorial Consultant, TOGA COARE International Data Workshop, Toulouse, France, 1994. Served as workshop editor for a two-week international ocean-atmosphere data workshop held in Toulouse, France, working closely with scientists and research managers to plan, develop, design, and produce print and electronic (World Wide Web) publications. Edited the final workshop report and wrote an article about the workshop for an in-house publication.

Editorial consultant, Walter Orr Roberts Institute, University Corporation for Atmospheric Research, Boulder, Colorado, 1993-94. Participated in "Inherit the Earth: An Intergenerational Symposium on the Environment." Collected, integrated, and edited material presented by participants and recorded by reporters; wrote some material; and supervised production of camera-ready copy for a summary report on the symposium.

Editorial Consultant, STORM Project Office, National Center for Atmospheric Research, Boulder, Colorado, 1991-92. Edited and supervised production of Predicting Our Weather--A Strategic Plan for the U.S. Weather Research Program, published by the President's Office of Science and Technology Policy.

Rapporteur, workshops on National Assessment of Visibility Impairment held by the U.S. Department of Energy in Boulder and Denver, Colorado, 1991-92. Wrote summaries of scientific discussions.

Project Editor, Acid Deposition Modeling Project, 1986-91. Edited and wrote parts of final project report The Regional Acid Deposition Model and Engineering Model, and edited other project publications produced as part of National Acid Precipitation Assessment Program.
