Can revealing raw data stop scientific misconduct?

The Scholarly Kitchen website discusses a new British government report that recommends routine public disclosure of the raw data underlying scientific publications. "The presumption must be that, unless there is a strong reason otherwise, data should be fully disclosed and made publicly available," the report says. But the reaction so far suggests that such a move may not be as simple as it sounds.
