What makes a good science communications plan at a university?

I will interview soon for a communications manager job at a university in the East, well known for its science and technology prowess. It is similar to a PIO position.

Where may I find information on what a good communications plan ( or program) for a University involves? I have spent much of the last ten years in freelance editing and science writing, and very little in managing.
